WAR n_TEE SPRING. LORD SALISBURY'S OPINION. ENGLAND LIKELY TO BE INVOLVED. RUSSIA'S -VOLITARY MOVEMENTS. SPEECH OF HERR TISZA. HUNGARIAN MEASURES. ' A RUSSIAN RUSE. London, January 29. Sir Chas. Dilke, writing in the Fortnightly Review, says that Lord Salisbury believes that war will be declared in the spring, and is doubtful whether England can prevent herself being involved in it. Pesth, January 29. Herr Tisza, President of the Hungarian Diet, in the course of a statement to the Chamber on the subject of Russia's warlike demonstration on the frontier of Austro-Hungary, said that the Government would take steps to ensure the safety of the frontier and the efficiency of the army. He warned the members of the Diet against believeing that the designing of Russia was unfounded. The rumours that the Czar was personally peaceful were no doubt correct ; but the enormous movements of troops afforded a semblance of provocation. Hungary wished for a peaceful policy, and the triple alliance was merely a defensive one. He hoped, despite the elements of discord, that peace would be maintained, and the present feeling of insecurity removed.
Vienna, January 29. The report that Russia had negotiated a loan of twelve million roubles has occasioned a fall on the Bourse here.
St. Petersburg, January 29. Russia is now directing her attention to Turkey, and it is bj&Kfe-ved that the massing of troops in Galicia was merelv a ruse.
