Republican Attack Repulsed by Rebels
300 PRISONERS TAKEN Received Thursday, 6.30 p.m. LONDON, Feb. 17. The Times* correspondent at Bilbao says that, despite snow and a temperature ten degrees below freezing point, two Republican divisions attacked the Nationalists* stronghold at Vivel del Rio in order to protect the coal mines at Utrillas, which the insurgents threaten. The rebels claim a speedy defeat of both divisions and the capture of 300 prisoners, including the commander of a battalion, whose papers were most valuable to the intelligence service. 17.5. A. NEUTRALITY CHANGE OF POLICY URGED WASHINGTON, Feb. 16. Sixty prominent men, including the former Secretary of State, Mr. H. L. Stimson, ;md Professor William Dodd, have sent a letter to Congress urging an amendment to the neutrality law to make.it inapplicable to Spain on the ground that the present policy is assisting insurrection and prolonging the war.
