STRENGTHENING OF EMPIRE. United Press Association—By Electric Telegraph.—Copyright. LONDON, Sept. SO. The Daily Telegraph, in a leader on the Australian migration proposals, says:— “Both Australia and New Zealand have a good economic reason for inviting British settlers again. There is no prospect of tho outflow of population from Britain rising to anything com parable to the pre-war outflow, and i* would be delusory to expect any great reduction in the numbers of British unemployed. The new movement must be controlled and colonists carefully selected. We shall reap a harvest in n strengthening of the Empire and the development of a general prosperity/'
