Per Press Association. WELLINGTON, Last Night. “The action of tho Hon. H. Atmora (Minister of Education) in announcing in the public press that he has rebuked an officer of tho department for a statement made in an article contributed in his official 'capacity in tho Education Gazctto compels the New Zealand Public Sorvico association ta register its protest against such moth--ods,” said Mr. F. W. Millar, general secretary of the association, yesterday, “A public servant is not permitted to answer press criticism, or rebukes and tho only satisfactory course is to convey an opinion a Minister may hav# to the officer through his departmental head and thus give tho officer an opportunity of stating his side of the case.

“It would bo of interest to know whether tho Minister has taken this course, particularly in view of tho fact that the officer concerned had left New Zealand a week ago and cannot now answer. If Ministers on every occasion can administer public castigation to an individual officer, the public servant’s lot is far from being an-en-viable one.” ,
