DEFEAT ABSOLUTE
GERMANS IN NO DOUBT. ALLIED PROCLAMATION, (N.Z. Press Association.—Copyright.) (Special Correspondent.) (Rec. 10.40 a.m.) LONDON, Sept. 26. The Germans are left in no doubt about their defeat by the proclamation announced in Berlin
by the Allied Commission. The Germans are told that they must comply in such directions as may be -issued by the Allies “for defraying the costs of maintenance, pay, accommodation and the transport of the Forces and agencies stationed in Germany.” They are told, further, that they must pay the costs of “executing the requirements of the unconditional surrender.”
The proclamation also states that the Allies will regulate all matters affecting Germany’s relations with other countries, that diplomatic, consular, commercial and other relations of the German State ■ with other States have ceased to exist, that German nationals will be prevented from leaving • German territory except as authorised of directed by Allied representatives. All German merchant shipping will be made available to the Allies and the German authorities are informed that they are to place at the unrestricted disposal of the Allies the entire German shipping, shipbuilding and repair industries and to provide the requisite labour and specialist services and also the whole of the inland transport system. NAZI PARTY ILLEGAL. The Nazi Party is “completely and finally abolished and declared to be illegal” and the German authorities and nationals are informed that the Allies ‘‘will not allow the existence of any secret organisations.” One article of the proclamation seems to open the door to reparation in forced labour outside Ger-
many as well as in German goods
It reads: “The German authorities will carry out, for the benefit of the United such measures of restitution, reinstatement, restoration, reparation, reconstruction, relief and rehabilitation as the Allied representatives may prescribe. For these purposes thq German authorities will effect or procure the surrender or transfer of such property, assets, rights, titles and interests, effect such deliveries, and carry out such repair, building and construction work, whether in Germany or elsewhere, and will provide such transport for plant, equipment and materials of all kinds, labour personnel and specialist and other services for use in Germany, or elsewhere, as the Allied representatives may direct.”
