ENEMY TRADE.

RESTRICTIVE MEASURES. Per Press Association. WELLINGTON, Aug. S. Regulations for restricting enemy commerce, which were issued yesterday, have the effect of measures recently adopted by the United Kingdom Government effective in New Zealand. The Minister of Customs (Hon. W. Nash) explained that, though it was unlikely there would be any occasion for applying the restrictions in New Zealand, the Government, following its policy of lull cooperation with the Mother Country in tiio war effort, had decided that it should take the necessary steps to meet any eventualities so far as tlie control of neutral shipping and neutral trade were concerned. The general procedure adopted iu tlie United Kingdom and which would be followed here should the occasion arise, said Mr Nash, wits explained in the announcements made in the House of Commons a few days ago by Dr. H. Dalton (Minister of Economic Warfare) and Mr Ronald Cross (.Minister of Shipping). The existing New Zealand legislation in regard to the wartime control of our trade and shipping was considered to provide the necessary machinery to give effect to the recently announced schemes, but the regulations now made would give additional powers of seizure of offending! ships and uncertified cargo wherever! loaded. The Minister mentioned that the regulations (for restricting the commerce of Italy), which were also published to-day, and which have been effective in the Dominion since .lane 11. had the effect of applying to Italy the reprisals measures already iu operation against Germany. Under tlie Export Prohibition Emergency Regulations, which had been in force since the outbreak of war, all goods exported from New Zealand were subject to the requirement of licenses. The new regulations would, therefore, not involve exporters in any additional formalities.
