TROUBLE IN INDIA.
MORE MINISTRIES RESIGN. BOMBAY, Oct. 31. The Congress Ministry in the Bombay Presidency and the Patna Bihar Congress Ministry have resigned. A cablegram received on Tuesday stated that the Congress Ministry at Madras had resigned. The resignations are understood to be a protest against the Viceroy’s recent statement on British policy regarding constitutional reforms
