JOINT DECLARATION. LONDON CONFERENCE. (United Proas Association—By Electric Telegraph.—Copyright.) Received March 24, 1.45 p.m. LONDON, March 23. The Times diplomatic correspondent says that the French and British Ministers to-day again considered the British proposals for a joint declaration of the Powers, which the Soviet has accepted provided that France, Britain and Poland will stand by the declaration. Poland has still not replied definitely. Tlie correspondent adds that it is not surprising that many minds are turning towards a small conference as the best means of a speedy agreement.

French correspondents, from London, agree that the main point delaying the declaration is the degree of assistance Poland will receive from France and Britain in the event of attack.

The following has been achieved:—

France and Britain. automatically and without consultation, will aid Switzerland. Belgium and Holland, in the event of German aggression. Satisfactory guarantees of assistance have been given to Rumania.
