RESPONSE IN CITY. QUESTION "OF ARREARS. The satisfactory position appertaining in connection with the payment of rates in the city was described to the Palmerston North City Council, last evening, by the town clerk (Mr J. R. Hardie), in his annual survey of the total of £81,675 18s 8d struck for the year 1937-38 the amount outstanding at March 31 was £6343 6s 6d—representing 7.7 per cent of the total amount struck, as against 8.45 per cent last year and 9.62 per cent for 1935-36. Tlie total of all rates unpaid at March 31 was £11,687 6s 2d, compared with £13,098 2s 2d at the corresponding date last year. “Proceedings have been taken and judgment secured against a large number of ratepayers,” stated the town clerk. “The position has been further clarified by the awards of the various adjustment commissions set up under the Mortgagors and Lessees Rehabilitation Act, 1936. In some cases rate arrears have been discharged, but in the main those who have received reductions in liabilities have been placed upon a basis of making monthly reductions in the amounts owing. Whilst this is satisfactory from some points of view, it must be pointed out that the effect is to spread the payments over a longer period than would have been the ease if the council could have had recourse to the mortgagees. In future it will be possible to insist upon the award of the commission being strictly adhered to. “The council this year decided to again offer a discount of 2j per cent on rates paid within one month of the date of demand, and this concession involved the sum of £1065 18s sd. Up to August 2, 1937, the last day for the granting of the discount, the sum of £41,435 was received, which enabled the council to leave sufficient in the current account at the hank to meet ordinary expenses and to place £IO,OOO on fixed deposit. Bank interest paid for the year was £lO5 Is 6d, whereas fixed deposit interest allowed liv the bank provided a sum of £145 16s Bd.”
