FREIGHTER ARRESTED.
FOUND IN FORTIFIED ZONE. Received February 24, 9.20 a.m. TOKIO, Feb. 2d Tho Japanese have arrested the Russian freighter Knznetskstnoi, which was anchoring in a blizzard in a fortified zone at Hakodate. The Russians’ versioif is that they came to bunker coal. The Soviet Consul has protested against the seizure, but he has not been allowed to go aboard. Hakodate is situated cn a peninsula on the Strait of Tsugaru and is built partly on the inner slope of a Gibraltar-like hill which dominates the strait.
