Received Julv 20, 11.20 a.m. RUGBY, July 18. The French Ambassador called at the Foreign Office and had an interview with the Foreign Secretary (Mr Jt A. Eden) regarding the suggestions conveyed earlier in the week to the French and Belgian Governments for a meeting between the three Powers and the programme for advancing a general European settlement, towards which British_ policy is directed. The discussions between the Govenimems are continuing, and it is hoped that a three-Hower meeting will take place in London next week. Mr Eden lias gone for the week-end to his constituency, where he has a political engagement to fulfil. CONFERENCE PROPOSALS. Received July 20, 8.5 a.m. LONDON, July 18. The French Ambassador called at the Foreign Office to discuss the proposed Locarno talks. The discussions will be continued during the week-end. A Paris cable says the French Foreign Minister (M. Delbos) indicated that the British, French, and Belgian Locarno talks would open at London on Wednesday. The three Premiers and Foreign Ministers would attend. It is believed that if a five-Power conference is then arranged France may try also to include Russia and the Little Entente.
