CHAMPAGNE E’OR PEASANTS. Received July 18; 1.20 p.m. MOSCOW, July 17. The Food Commissar, M. Kikoyan, in a speech to the heads of the food industries, declared that champagne was not too good for the palates of Soviet workers. He urged a big increase in the production of wines and other drinks to enable the workers to iead merrier lives.
