WINDSOR GROUNDS COVERED. (British Official Wireless.) Received November 21, 11.40 a.m. RUGBY, Nov. 20. In most of the flooded areas of England tho waters receded yesterday and subsequent rains have been insufficient to increase the anxiety. The Thames was still rising at Windsor, but in the absence of further heavy rain serious floods are not feared. In Kent also tho situation is improving. The weajhcr forecast, however, indicates the prospect of rain at times in all districts in two days. There was a still further improvement to-day in the condition of the flooded areas, but many roads in the Midland and Southern Counties are still impassable. The Thames'rose another two inches this morning and was over two feet above tho normal winter level. Many riverside areas arc inundated, and the private grounds of Windsor Ca»tlo aro flooded.'
