“PROTECTION AGAINST HAZARDS." UNITED STATES PROGRAMME. SUBMITTED BY PRESIDENT. (United Press Association—By Electric Telegraph. —Copyright.) Received January 18. 9.25 a.m WASHINGTON, Jan. 17. As a five-point programme designed for protection against what are termed “the hazards of modern existence,” President Roosevelt, in a special message to Congress, is asking for approval of old-age pensions, a volunteer Federal annuity system, compulsory unemployment insurance, compulsory insurance against poverty-stricken old age, large Federal grants to States to aid needy and ill mothers, and an extension of the public health service. A Bill which has been introduced carries appropriations of 100,000,000 dollars to finance the programme for the fiscal year starting June 1 next and authorises the spending of more than 200,000,000 dollars a year thereafter.
