ARRANGEMENT OF STRENGTHS.

THE LONDON TALKS,

(British Official Wireless.) Received November 2, 11.40 a.m. RUGBY, Nov. 1. The leaders of the delegations who met in London for naval discussions with the British and the Japanese representatives were in conversation last night. With Mr Matsudaira and Mr Yamamoto, and the expert advisers of both sides present, these conversations were a complete preliminary survey of the proposals orally made by the Japanese delegation for the substitution of equality for the differential ratios of naval strengths fixed by the Washington Treaty. The Japanese proposals were first revealed at the meeting with the British delegates early last week. These were followed later by two meetings between the Japanese and the Americans. On Monday the British and American delegates met to compare their impressions on the Japanese proposals from their respective points of view. Each delegation realised the great difficulties in the way of acceptance of the Japanese proposals in their present form. No further talks have so far been arranged, but the delegates will meet to-day at luncheon, to which the Prime Minister has invited the American and Japanese delegations. The principal Japanese delegates will also be the guests of the Prime Minister of Chequers during the week-end. The Ameridhns have accepted an invitation to the Prime Minister’s country residence on November 17.
