LOCAL BODIES CONFER. For the purpose of considering the instructions recently issued by the Transport Board in regard to the compulsory testing of the efficiency of brakes and the examination of headlights on cars to see that they conform to the standard of safety required, a meeting of delegates of the local bodies in the No. 9 Highways District was held, at beilding yesterday afternoon'. Present were Alessrs W. E. Barber (chairman, Alanawatu County Council); A. K. Drew (county clerk, Alanawatu County Council); C. E. Taylor (Alayor of Feilding); T. K. Hay (borough engineer, bedding); L. T. McLean (chairman, Kiwitea County Council); S. Strahan (chairman, l’ohangina County Council); D. Collis (chairman, Kairanga County Council); L. Pickering (Kairanga County Council); M. Perreau (Alayor of boxton); R. L. Harding (engineer, Oroua County Council); W. Berry (counties’ traffic inspector); W. B. Cameron (Palmerston North City Council); H. J. Smith (traffic inspector, Palmerston North), N. H. Aiackie (Alanawatu Automobile Association) and K. AL- Little (Wanganui Automobile Association). An apology for absence was received from Air A. Campbell, chairman of the Oroua County Council. Air Barber presided and extended a welcome to the delegates. He ex-

plained, the reason for the meeting, stating tha.t the circular letter had come before the local bodies from the Transport Department tco late to be dealt with at the monthly meetings in July, and he had decided, on realising the purport of the instructions forwarded, to convene the meeting of No. 9 Highways District representa- 1 tives. To the chairman the matter appeared a very formidable one, and he could not see that the various local bodies could do anything else but work in unison in what was decided upon. He looked forward to a very full discussion and. airing of the opinions of the delegates on the subject. At this stage Mr Cameron moved that the meeting go into committee. The speaker said his council had not yet had the letter before it and in his opinion publication of the views of the delegates should be withheld until each council had received and dealt with the letter. The chairman said he had quite an open mind on the matter, and, if anything, thought all the publicity possible should be given to the mat-

ter. On the motion being put to the meeting it was agreed to. A general discussion took place and at the conclusion of the meeting it was decided to obtain from the Transport Board particulars as to who was to bear the cost of financing the inspections. It was pointed out that the board bad suggested the use of yellow* stickers for wind-screens to indicate whether they had been inspect-

ed or not, but gave no indication as to who was to procure the stickers. Regarding the expense of the inspections the local bodies desired to know from the hoard whether boroughs would he assisted on the same lines as county councils are at the present time in regard to their inspectors. A statement was made that automobile associations were advising their members as to their responsibility in regard to headlight and brake testing, and it was suggested that these organisations might be able to assist the local bodies.

The delegates decided to meet again near the end of the month, by which time it was considered the local bodies in the district would have bad their monthly meetings and have dealt with the letter, and a reply would have also been received from f*e Transport Board concerning the points on which the meeting had decided to ask for information.
