RULE IN AUSTRIA.
- EXPERIMENTAL COUNCIL. ON FASCIST LINES. VIENNA, Sept. 21. Following the reconstruction of the Austrian Cabinet, the Chancellor, Dr. Dollfuss, and the new Ministers, foreshadow the early creation of an experimental guild council similar to the Fascist Grand Council, to explore the best basis of introducing the guild legislative system. Monarchists are openly happy at the turn of events. They assert that five Ministers are overt protagonists of, the Hapsburg cause and two others are secret Monarchists.
