JAPAN CONTEMPLATES SEIZURE. PROTEST BY SOVIET. SHANGHAI, Sept. 22. The latest Soviet-Japanese incident consists of a chary Soviet protest against an alleged Japanese intention to reform the existing management of the Chinese Eastern Railway. The Japanese are demanding that Manehukuan officials have equal responsibility with Soviet officials. The disputes which have arisen are coupled with the failure to come to terms for the sale of the railway, and Japan now intends to seize the railway. In the meantime additional Soviet activities within the Siberian border are reported. An unending stream of war material is flowing to Blagovestchensk, and Soviet troops are daily parading in gas masks— all of which, it is believed, is with the purpose of dissuading Manclmkuo from taking any steps regarding the seizure of the railway. THE JAPANESE ARMY'. TOKIO,' Sept. 22. The AVar Office denies any intention to recreate four divisions, but states that it proposes to improve equipment and increase mechanisation efficiency, specially with a view to the defence of Manchukuo.
