BULLS

(From Our Own Correspondent.) BULLS, Doc. 5. Mr F. J. Mansell, one of the oldest residents of Bulls, attained the age of 76 years on Wednesday last, and it was the 15th anniversary of the installation of electric light here, Mr Mansell being far-seeing enough to take the responsibility on his own shoulders. During tho afternoon, Mr J. E. Walker, chairman of the Town Board, took advantage of the afternoon tea adjournment at tho Dowling green to congratulate Mr Mansell on nis ability to play a good game of bowls at his age, as iroved that afternoon, and expressed the hope of members that he would be long spared to enjoy tho game. Mr Mansell, in reply, said that he felt as fit as over, and hoped to be with them all for many years yet.

Mr and Mts A. W. Amon, and Miss Amon, expect to leave Sydney to-day, and will arrive home in Bulls early next week from a tour of England and the Continent of Europe. Mr L. Cooper, of the staff of the Bank of New South Wales, has received notice of his transfer to Tokomaru Bay, near Gisborne. The transfer does not take effect until the New Year. BULLS, Deo. 6.

The committee of the Rangitikei Racing Club met on Thursday evening. There were present: Messrs J. E. Walker, E. A. Caldow, R. Mackay, Rex McKelvie, D. W. Wilson, J. Tricker, J. McKelvie, F. 0. Bailey, G. H. Archer, W. S. Penny and J. H. Perrett (chairman). Leave of absence was granted to Messrs J. H. Whisker and J. B. Johnstone. The chairman referred to the great loss which the club had sustained by the deaths of two of ite members, Messrs E. H. Levett and R. Thompson. The late Mr Levett was the oldest member of the club, and was held in very high regard by all members. He had not an enemy in the district. He had taken a keen and active interest in the club, and had held many official positions. Ho would be greatly missed.

Correspondence was received from the Racing Conference, regarding refund of totalisator duty, and payment of nomination fees by trainers. Mr V. Edhouse’s resignation was accepted with regret. The following officials were appointed: Judge, Mr J. Cameron; handicapper, Mr J. E. Henrys; starter, Mr W- Price; clerk of the scales, Mr A. 11. Maguire; hon. assistant clerk of tho scales, Mr J. B. Johnstone; hon. timekeeper, Mr E. A. Caldow; surgeon, Dr W. S. R. Dick; hon. veterinary surgeon, Mr R. H. Meade, M.R.C.V.S.; clerk of the course, Mr R. J. McDermott; judicial committeo, Messrs F. J. Mansell, J. McKelvie, J. H. Perrett, J. E. Walker and W. S. Penny. Messrs McKelvie and Perrett were asked to submit a programme to tho committee on January 9, the programme to contain seven races each day, tho first race to start at 12.30. Mr Spriggens is donating for the Hack Cup Race a silver tea and coffee service and tray, to oommemorato his 50 years’ connection with tho totalisator on the club’s course. It was decided to have a 10s totalisator. The farm committee reported that at present there were on the farm 202 ewe 6, 203 lambs, 143 hoggets, four rams and 11 heifers; that a truck of lambs and hoggets would go to the works soon; that it held four bales of wool, which would be sent to Wanganui when the ewes were 6horn. The grass on the course had been cut, and both the course and the plough are in good order. HON. H. ATMORE’S VISIT. ' The Minister of Education, Hon. 11. Atrnore, visited Bulls School on Friday afternoon, and was accompanied by Mr J. Linklater, M.P., Mr W. A. Collins (chairman) and Mr W. H. Swanger, of the Wanganui Education Board; Mr J. F. Flynn (representing the Bulls Town Board), and Mr J. Campion (chairman) and a full muster of members of the School Committee. A good number of parents accepted the Education Board’s invitation to meet the Minister. Mr J. Campion briefly introduced Mr Atrnore and the party, and spoke of the benefit of centralisation, at the same time extolling the virtues of the Bulls School. Mr Collins said that this was his first official visit to Bulls, and it was evident that tho School Committee had been doing good work. Residents of Bulls, and their children, had reason to feel proud of - their school. The children of to-day would be the citizens of tho future; and with tho fine education which they were receiving, should prove worthy citizens. Mr Linklater, M.P.. said that ho was pleased to meet the people and the children, and stated that the Minister had undertaken a great task, namely, to visit every publio and private school in the Dominion. Mr Atrnore thanked the previous speakers for their remarks, and said that the boys and girls in this school were just as important as those in the larger city schools. He had spoken to 180,000 pupils out of the 276,000 in the Dominion already, and New Zealand was justifiably proud of its children, who had the finest physique in the world. Radical changes in the educational system were imminent, and pupils would be educated on lines which suited their own individual bent. Children, therefore, should not be discouraged at non-success in one particular direction. The Minister said that New Zealand had a limited market for secondary industries, but an unlimited market for primary industries, and he urged concentration on the primary, section. Ho briefly touched on suitable ventilation of class rooms, extolling outdoor life. This was ono phase. The next was the development of each child’s particular Th<J headmaster (Mr W. H. . Olson) thanked the Minister on behalf of tho children for Christmas greetings. The National Anthem was sung, followed by throe hearty cheers for the visitors. Mr Collins then called for cheers for the school etaff, and an ad]Ournment was then made for afternoon ,tea, which was served bv the committteemen s wives and by parente of the children. The Minister then spoke of education having to go ahead to keep pace with the times. The Government was givmg more power to local bodies, such as school committees. The Minister denounced class distinction, and tho difference between technical and C °Mlins thanked all for their kindness, and said that lie. was p'eMcd to make the trip with the Minister. H especially, thanked the ladies and called for cheers. Mr Olson replied on behalf of the ladies, and after the Ministers Dartv had departed, Messrs Collins and Swanger inspected the school groun s. CHRISTMAS CARNIVAL. Mr J. E. Walker presided over a largo and enthusiastic meeting of town and country people on Friday evening, when arrangements wore practically hna iscd for the Christmas carnival in Bulls The chairman reported that he had consul tod an electrician, who said that there would be no difficulty about securing the required number of coloured electric lights. The Town Board would see to tho lighting, and Mr Walker suggested that the coloured lights bo in position for two Saturday nights beforo Christmas. Mr Edwards detailed the arrangements which wero being made to provide a brass band. .The following committee was set up to control the number system, Messrs Archer, Bailey, Dean, Hodges, Homes and J. J. Mansell. Donations towards the mft fund were promised as follow:-Mr F. J. Mansell £1 Is; Mr C. E. Vile (Sports Club), £1 Is, Mr G. H. Archer (Bowling Club), £1 Is; Mrs W. Kearney, lucky packets; Mr L. V. Homes, balloons; and. Mr C. H. Edwards, balloons. Tho committee for the old time dance is Messrs S. Rich, Joe Ellery and Alan Signal. It was mentioned that another drpice of a similar character had been postponed to ensure tho success of the Christmas carnival dance. It was resolved to hold a fancy dress parade. Following tho parade, a baby show will be held in the Town Hall. The committee to arrange for tho parade will compriso Messrs F. J. Mansell (marshal), J. Campion and C. E. Vile. Mrs W. Kearney and other ladies will attend to the arrangements for tho baby show. It was arranged to procure , a supply of greenery to decorate tho business premises. Messrs J. E. Walker, A. McGregor and M Gould woro appointed a committee to carry this out, and Mr Walker offered tho services of a lorry for the carrying of tho greenery. Mr M. Gould offered to donate a cake, and other trophies suggested included (1) a hamper, and (2) a turkey and ham. Messrs H. A. Goodall, J. Bartlett, J. Ransom and W. Carroll were appointed to complete tho arrangements. Mr J. E. Walter read a communicatipa

from the Wanganui Development League, the secretary (Mr Coopor) stating that he had noticed a newspaper reference to the formation of a league in Bulls, and after consultation with tne president, offered to send two of the Wanganui executive to Bulls to explain the working of such a league, and to assist if necessary. Ho enclosed tho rules of the Wanganui League. Mr Edwards then moved Mr Dean’s motion, notice of which was given at a forraor mooting: —“That a Progress League bo formed in Bulls to further tho interests of tno town and district.” Mr Walker said that this was a move in the right direction, and something of tho nature was wanted hero. He was pleased to support tho motion. On being put to tho meeting, it was carried unanimously. Mr C. H. Edwards was appointed hon. secretary.
