PROPOSED LEGISLATION. (By Telegraph.—Special to Standard.) WELLINGTON, Aug. 23. Tho Counties Amendment Bill, introduced in the House of Representatives to-day, makes provision that separate rates or special works rates may (if a petition is presented in relation to those rates requests it) be made annually recurring rates leviable year by year without further petition from the ratepayers, or without further proceedings on the part of the council till the undertaking is completed. The bill also provides that special rates and special works rates may be made on the authority of a poll of the taxpayers. The Shops and Offices Amendment Bill provides that the requirements of tho Act as to . the statutory closing day or the observance of the weekly halfholiday in shops shall be deemed to have been complied with in any shop if, in one week, that shop has been closed for two working days. The two days on which the shop closed may be either special statutory days or award holidays. The section in the principal Act prescribing separate entrances for shops having combined businesses is revised to enable the inspector to dispense with the requirement if impracticable, but if the occupier of a shop commits an offence in relation to closing any division of the shop the permit may be revoked.
