CUTTER SHELLS STEAMERr WHISKY CARGO CAPTURED. SAN FRANCISCO, March 2. At the end of a towline, the steamer Federal ship arrived at the Golden Gate to-day, with 13,000 cases of whisky aboard, as the result- of the United States Government’s first use of its asserted right to treat known rum-runners like a known pirate ship, seizing the vessel wherever found, regardless of a three-mile or twelvemile limit, or any other restriction. The Federalship is known to have evaded Customs laws on previous occasions, and was on this trip communicating with bootleggers in Los Angeles, making arrangements to land the cargo in California. The Federalship, flying the flag ot Panama, was 300 miles from land when she was hailed by the revenue cutter, Cahokia, whose master asked permission to go aboard for a search. Captain Stone, of the Federalship, refused. The Cahokia then wirelessed to San ■ Francisco for instructions, and as a result or orders received then shelled the Federalship until her rudder was rendered useless.
