SOCIALIST PROPOSALS.

COPENHAGEN, Feb.. 9. The Socialist Government has introduced remarkable provisions in a new bill amending the Criminal Code Act. .The bill increases the penalties for fraud, illicit speculation, drunkenness, and offences against women, children and animals, but it abolishes capital punishment and reduces penalties for crimes against the State, while matrimonial infidelity, unnatural offences and illegal operations cease to_ be criminal offences. Tho bill also provides under special circumstances exemption from penalties if a person kills another suffering from an incurable disease at the sufferer's request or aids and abets suicide under similar circumstances. —A. and N.Z. cable.
