General Ignatieff, recently appointed Minister of the Interior, has isfe-ued a circular with reference to the intentions of the Czar in connection withfthe present Int« rnational condition of Russia. The circular states that every effort will be made to extirpate the spirit of rebellion among people, to strengthen the religious faith and morals of the peasantry, aud to lessen their burdens.
