EMPEROR AND CHANCELLOR.
HOW THE DOCUMENT RAN THE GAUNTLET.
ITS PROBABLE AUTHOR
(Received Nov. 2, 8.30 a.m.)
BERLIN, Nov. 1
After the publication of ijhe official explanation the Kaiser motored to Prince Buelow's palace, and remained there for two and a-half hours.
The manuscript passed through the hands of various secretaries and heads of departments, but none realised its importance, apparently because it consisted of small "flimsies" in difficult handwriting.
The Foreign Office was under the impression that the publication of the document had been decided upon, and merely confirmed the historical accuracy of the facts.
Probably Mr Sidney Whitman, the writer of Prince Buelow's recent reply to the quarterly articles in The Standard, is the author of the interview.
