PRINCE BUELOW RESIGNS.
EMPEROR REFUSES TO ACCEPT,

Prince Buelow resigned the Chancellorship, but it has since been officially stated that he remains in office.
The Norddeutsche' Allgemeine Zeitung semiofficially explains that the Emperor received from a private Englishman a, manuscript article in ; which a series of conversations with various English personages at different times were embodied. The motive of the proposed publication wa,s the desire to circulate the Emperor' s utterances widely in Britain, ir order to serve the cause of good relations with Germany.
The Kaiser, continues the news-, paper, sent a draft article to Prince Buelow, who referred the manuscript to the Foreign Office. The Foreign Office raised no objections, and the article was published. Prince Buelow, reading it after the publication, informed the Emperor that he had not read the draft himself, or he would have raised objections. Considering himself to blame he tendered his resignation, which the Kaiser refused to accept.
