EXPLANATION INCREASES THE EXCITEMENT.

The official explanation has increased the excitement and irritation in Germany.

, It is apparent that the purpose was to shift the responsibility from the Kaiser, since it. contains an emphatic denial that the Kaiser is following his own initiative in politics, without the knowledge of his responsible adviser. Reuter was specially asked to add that the suggestion of the British press that the Kaiser undertook this political move on his own responsibility against foreign Powers was both unfair and ungentlemanlike. The press threaten uncomfortable interpellations when the Reichstag assembles on Wednesday.
