CAPETOWN, March 9. The Hetvolk (the Boer political organisation) has declined the Progressive party's offer of a settlement on the basis of manhood suffrage, with the alteration of electoral areas benefiting the Boers, owing to Mr Smith's suggestion that the Liberals would give better terms.
