THE NEW CONSTITUTION
(Received March 10, 7.33 a.m.) LONDON, March 9. I;i the House of Commons, Sir H. C. Bannerman announced that the Government intend to appoint a Committee to report the actual results likely to be created by the, various proposals for the new constitution for the Transvaal and Orange Colony. CAPETOWN, March 9. The Hetvolk (the Boer political organisation) has declined the Progressive party's offer of a settlement on the basis of manhood suffrage, with the alteration of electoral areas benefiting the Boers, owing to Mr Smith's suggestion that the Liberals would give better terms.
