The motion for the third reading; of the Home Ruls Bill bas been made an Order of the day for Monday the 23th inst. The new form of closure proposed to be introduced by the Premier respecting the further stages of the Home Rule Bill will exolude the putting of any amendments, except those expressly sanctioned by the Government. Both the Times and Standard denounce this step as an arrogant violation of the liberty of speech, and state that such course has never been equalled since the time of Cromwell. Mr Chamberlain's amendment to a motion for the enforcement of the olosura doolare3 the latter to be a deprivation of tbe constitutional right to disouss a policy which seriously affects British interests, and as the motion is being dictated by party expediency, the House calls on the Government to withdraw the resolution and dissolve. There are still 36 clauses not dissussed, and the discussion on Mr Chamberlain's amendment is expeoted to last ten days. A portion of the latter's amendment, demanding a dissolution, is irregular, and has been struck out. Another great fight is expected on the third reading of the Bill.
