The Naval Discipline Bill has been read a third time in the House of Lords. THE FINANCE BILL. LONDON, Dec. 15. Tlie Speaker of the House of Commons has withheld his certificate for the Finance Bill on the ground that clauses are attached giving the House of Lords the right to reject it. THE INSURANCE BILL. LONDON, Dec. 15. At a meeting which was attended by 2000 doctors at Manchester it was resolved to refuse to act under the Insurance Bill. The meeting favored forming a national medical union to safeguard professional interests. LORDS' THIRD READING. . Received December 16, 1.45 p.m. LONDON, Dec. 15. The National Insurance Bill was read a third time in the House of Lords.
