Sir Edward Grey (Foreign Minister), speaking in the House of Commons, said that Mr Sinister's (Persian Trea-surer-General) appointment of Britishers to the Persian service was opposed to the spirit of the Anglo-Russian agreement. It was impossible to have two great nations embroiled by an individual, however good his intentions might be.'
