Satow, the British Minister at Pekin, has informed China that Britain has declined to recognise such an obscure official as Chang-possi as an envoy to condole with her on the death of the Queen, and to congratulate the King on his accession. AN IMPROBABLE STORY. ■ (Received Feb. 14, 11.1 p.m.) LONDON, Feb. 15. Li Hung Chang has assured the Foreign Ministers that the Emperor is solely directing the affairs of the Empire.
