Sir, —As the Government has abandoned the “ aid to thrift- ” clauses of the Trading Stamp Bill, I should like permission to state that, had my respectful offer to submit a scheme been accepted, the State could have quietly and .safely given the public the nucleus of a State bank issue; at least my proposals would have gone in that direction.
