amounts .advanced on account of. such persons, from the husbands, wives, fathers, mothers, and children respectively, of such destitute persons as the case may be. To appoint constables and watchmen, and to provide for the regulation and go-' vernment of-the same. To levy tolls upqn the use of any public works, constructed or maintained under the authority of this ordinance. 1 To levy rates upon the occupiers of all rateable property within the,said Town and Suburbs. N To provide for the valuation of all rateable property, and for the hearing and del termining of all appeals by any persons who i may deem themselves to be unfairly rated i under such valuations. To make alter and repeal bye-laws for i the good order and governance ,of the said Town and Suburbs of Lyttelton, and of the inhabitants thereof, in respect of any of the i things which the said Council is hereinbefore specially empowered to do, and for the attainment of the objects therein set forth; and by any such bye-laws to fix fines and penalties as they shall think fit, for the 1 breach or neglect of any such bye-law ; i provided that no such penalty shall in-any , case exceed the sum of ten pounds.
