To provide for the drainage of the Town and Suburbs of Lyttelton, and to construct and maintain public drains and sewers, to regulate the drainage of private houses, and the construction, form, materials, and dimensions, of all private drains, pipes, and sewers, in communication with any public drain or sewer.
