If any question shall arise as to the validity of any election, or as to whether any vacancy has occurred, the same shall be referred by writing to the Superintendent ami Executive Council of the Province, and the decision of the Superintendent, with the advice of his Executive Council, conveyed by writing, addressed to the clerk of the Tovm Council, shall be final.
