The fine old pastime of bargaining, chaffering, haggling—-what you will —is not confined to either the East or to the Arbitration Court in New Zealand. At a recent meeting of a Wellington local body mention was made of a claim for damages, and a question was asked as to the amount. Seven thousand pounds, was the answer. "And what have we offered?" asked a councillor. The answer was: "Five pounds." Will they split the difference?
