The newspaper "Tribuna" quotes (the Japanese Ambassador, Mr. Sugi- ' mura, as saying that Japan is appointing a Minister to Abyssinia in December. Mr. Sugimura asserts on his ambassadorial honour that the Japanese Government approves of his statement that Japan will observe neutrality in the event of an Italo-Ethi-opian war. ATTACK ON JAPAN. BY THE ITALIAN PRESS. (Press Association. —Copyright.) (Received 10.15 a.m.) London, July 22. The Times Rome correspondent says that the Italian press protests against Japan's brazenness, Imperialism and "duplicity, and violently '' attacks her for organising coloured races against the white, and provocating revolts in European colonies. "The Messageo" asserts that Japan is seeking to dominate the -black and yellow races for her own ends.
