A six power anti-war pac ■ . among South American countries, and ten bi-lateral accords between Brazil and Argentina, were signed to-day in the presence of the Argentine and Brazilian Presidents, and scores of Min- 1 jjit&vs iand diplomats. An 'anti-war treaty was signed by Chile, Mexico, Uruguay and Paraguay,, in addition to Argentina and Brazil. It sets up South American conciliation machinery, complementing the Kellogg Pact It outlaws aggressive wars, ■and ifqjrbids forcible acquisition of territory. The signatories did not include Bolivia, Avhich is at war wi-h Paraguay over the Gian Chaco terri' to'ry. Neither Peru nor Colombia signed the pact which is framed to include all South American nations. They indicat. ed, as did Ecuador, that they wished further time to study the .outcome of the disputes over upper Amazon territory, notably Leticia
