Under the proposals contained in the Children and Young Person Bill, .Juvenile courts shall in future deal with persons under the age of seventeen years, instead of under sixteen years as at present. The age of criminal responsibility is raised by the Bill from seven to eight years. The age below which the sentence of death may not be passed is rained from 16 to 18 years. The Bill also proposes that, in place of the existing statutory distinction between reformatory and industrial schools, those schools should in .future form a. single group, and he known as “approved schools.” it is anticipated that the Bill as a whole will result in the ultimate saving of eight thousand pounds per year.
