“KARLSRUHE ” INCIDENT
GERMAN CONSUL EXPLAINS.

LONDON, August 9
The “Daily Mail's” correspondent at Nairobi says :—Hery Speiser, the German Consul at Tanga, haw issued an official statement regarding the goosestepping incident there recently when thirty sailors from the German cruiser “Karlsruhe” were ordered to march past an hotel because the ship’s officers thought this ceremonial would please their German hosts. The Consul states that lie was surprised when the Provincial Commissioner at Tanga ordered the closingof tlie hotel’s bar on the ground that the march past was a military display, which could be regarded as a form of propaganda among the natives.
'Herr Speiser called ori the British Provincial Commissioner next morning and exp'ained that ho military display in any way had, been intended. This explanation was - accepted. Next day lie (the Consul) heard rumours,, concerning liis speech, and lie then revisited the Provincial Commissioner and protested against such childish misrepresentation and mischievous distortion of liis remarks.
