The Xavy Department announces that in pursuance of its policy of gradual reduction of the personnel,, it will release eighteen hundred officers of various grades during tb, s coming month. The department is having jio trouble in securing officers' resignations, which axe plentiful, owing to the liberal discharge allowances and bonuses. The service is also getting less popular, applicants for admission to the naval academy being below the quota, whereas formerly they were much in excess.
