3T CABLE—PI.BBS ASwOdIATTON—<IOPYRTGHI LONDON, July 16. Mr. Russell moved urging the Imperial and Dominion Governments ehourd consult the league -in relation to migration with a viev? to' preventing distress arising as a result of incomplete schemes. He suggested the league should submit to ihe Imperial and Economic Conferences a clear and definite expression of what might be done to facilitate the settlement of exservice men overseas.
Delegates were unanimeusly of opinion that the Dominions were .opposed t% all unregulated schemes of migration.
Lord Haig said he could not admit that all ex-service men jvho failed overseas were. wasters. "The Dominions should ask nothing more than good nien of grit and determination. We must ask the Dominions to be less exacting, especially with regard) to financing the settlement of ex-service men." With the institution of splendid societies to assist migrants overseas there should be an end to the complaints of distress and friendlessness.
Eventually a representative sub-com-mittee was formed to investigate the migration «of ex-service men.
