PROCEDURE TO ESTABLISH INTERNATIONAL COURT

Mr.,MilJen, at the Budget Commission questioned whether M Thomas' explanation of tfce Labor organisation's expenditure satisfied anyone. Australia's contribution was unfair and unjust and would cause Parliament to scan the expenditure minutely. He suggested that an advance copy of the Budget should reach distant Statos at least six weeks before the session, any later alteration to be notified by cable Mr Rowell (Car^da) protested against the action of theXondon v^nferehce in regard to Armenia* He declared that the admission of new States was being settled at Geneva, not in London, Paris or Home. " *" «wf Assembly examined the Commission s report on an International Court Several members of the Commission were strongly of opinion that the Court coul* only be established by protocol and not by resolution of the Assembly. Others feared that these establishments were a harmful "precedent ; + T" he l i\ mmissi ?^ finally" agreed that it would be possible to submit the constitution of the Court for their Governments' approval without creatine- a precedent. When the protocol was signed by a majority the Court could come into being. 'The commission agreed that when 'Labour questions come before the S^l <mH r e-five Jud^es *>c assisted by four technical advisers without .the right to' vote. The nations signing the protocol may at any time declare in favour of compulsory jurisdiction without a special, agreement _n relation to any other State accepting the same obligation.
