If the United States does not enter the League, or ! a similar world organisation, the present navy would be adequate, but it the United States does join a body for the prevention of war the report characterises Hawaii as the cross-roads and key to the Pacific, and recommends the creation of a fleet operating base capable of accommodating the entire.
