LONDON, Dec. 13. lhe Zionist Organisation understands that the British and French Governments have agreed that all the fasting Jewish colonies, including Metallsh and the town of Banian, shall become part of Palestine The question of the utilisation of the waters of the Yarmuk and its tributaries and the Upper Jordan has been referred for settlement to a special commissiqn of representatives of the British and French Governments and Zionist engineers. In the case of a dispute the matter will be referred to the two Governments, and the arrangements made will become part et the international agreement.
