(Received Sep. 23. 12.30 p.m.) LONDON, Sep. 22. ,L°ra Lansdowne, at Morningham. said that Germany's aim was to establish & military despotism from the North Sea to the Mediterranean and the Adriatic by means of aggressive sind .unscrupulous diplomacy plus complete disregard of treaty obligations .whenever these, were inconvenient' to herself. We are aware that when Germany declared, war she meant to wage it ruthlessly and pitilessly. Although trermany suggested the declaration of a drawn ga,me, there was no question as far. as we were concerned of declaring the innings closed. The game was worth winning, and under Providence we-mean' to win it.
