Lord Kitchener states that unless divided authority,- divided- counsels, and divided responsibility are abolished, the •military administration will fail to ensure victory ma. land war with Russia. The effect of such disaster would hr"n6 sense be local, but would' extend throughout the Empire.
Lord Cnrson refuses to accept Lord Kitchener's gloomy picture. Lord Kitchener's wide charges, he says, are open to grave constitutional objections, as they would subvert the military control of the Indian Government and make tlja- Com-mander-in-Chief -an autocrat. Tlie'British Governnieiit's compromise leans towards Lord Kitchener's views.
