LEGISLATION FOR ULSTER. (PER PBGSS ASSOCIATION.) LONDON, May 5. In reply to Mr. T. W. Ilussell, member for Tyrone, Mr Gladstone repeated bis statement that be was prepared to consider tbe treatment for Uleter separate from that for tbe rest of Ireland. He said he believed Mr Parneil wonld have approved of BUch a Btep, provided it brought concord among the varioni eeotions. The Nationalists do not view tbe proposal with favour, and will protest against it.
