The German Army Bill.
(PER PRESS ASSOCIATION.) BEBLIN, May 4. Chancellor Yon Caprivi is increasing his efforts to bring about a compromise over the Army Bill, and haß slightly reduced tbe nnmbers by whiob he proposes to increase the strength of the army on a peace footing. He insists, bowever, on the two years' service. In the course of a speeob in the Reichstag, he said be was doubtful of the ability of Germany to attaok France, and the rejection of the Bill would impress that Power with tbeir weakness, and compel the Germans, 'in tbe event of attaok, to retire behind the Bbine. Herr Beiohter, one of tbe foremost opponents of tbe Army Bill, declares only A fall display of tbe extreme fighting strength of the nation will satisfy the Emperor. Tbe Emperor bas approved of tbe terms of tbe compromise over tbe Army Bill. LONDON, May 5. Tbe Berlin correspondent of the Daily Newß wires that the Emperor William i exhibiting considerable anxiety on account of tbe deadlock which has occurred over tbe Army Bill. He sent for Chancellor Yon Caprivi at midnight, and, as tbe rosult of a long conference, authorised him to dissolve tbe Beichstag in the event of the rejection of the measure. BEJECTED BY A MAJOBITY OF 48. INTENSE EXCITEMENT. DISSOLUTION OF THE BEICHSTAG BEBLIN, May 7. The Beiohstag rejected tbe Army Bill by a majority of 48. N Crowds filled tbe streets, and cheered heartily when the news became known. Tbe excitement is described as equal to that after tbe first battle of tbe Franco* German war in 1870. Tbe Emperor immediately dissolved Parliament, and ordered a general eleotion.
