LONDON, Maroh 21. In the House of Commons, the vote for Uganda was passed by 368 to 46. In the course ot the discussion Mr. Gladstone denied that Sir G. Portal was authorised to occupy or annex the country. Mr. Labouchere made a "violent attack on Lord Eosebery's foreign policy. Maoy telegrams and letters have been received in Ulster from Australia and New Zealand offering men and money. Association of Chambers of Commerce has, by a majority of 38, rejeoted the proposal for reciprocal trade with tbe colonies. Hon. A. J, Mundella, President of the Board of Trade, iv addressing Chambers, said he was glad to see that Australia was gradually recovering from depression, and stated that the way in whioh New Zealand had paid her debts was marvellous. Tasmanian loan of at 3£ per cent, with minimum of 92, has been placed on the market. Tenders close on Tuesday next. It is hoped that Lord Salisbury will recover in time to keep his engagements to deliver an address at Belfast. At a meeting of shareholders in the Australian and New Zealand Mortgage Company, Limited, Mr A. News from the West Coast of Africa states that the French have hauled down the flag in British territory in Gambia.
